Coinbase taps Moov to plug stablecoins into community banks as Senate vote looms

What the deal does

Coinbase will supply the digital asset backbone, and Moov will connect it to the payment networks already used by financial institutions and their customers, extending stablecoin capabilities and rails to community banks and credit unions. Moov already works with more than 1,000 such institutions across the U.S., tying them into card acquiring and issuing as well as real-time payment rails.

Ryan VanGrack, who serves as Coinbase's vice chair and leads corporate affairs, said, "Community banks and credit unions have witnessed their customers use digital assets for years," "Through our partnership with Moov, Coinbase is delivering the regulated infrastructure they need to offer these services directly - embedded right into their existing systems."

Wade Arnold, co-founder and CEO of Moov, added, "Business customers of community institutions are already being asked to accept stablecoins, and today they go outside their institution to do it." He continued, "We built this so the answer comes from their primary FI instead. Merchants need acceptance and disbursement now. What comes next is bigger: funding that doesn't stop for weekends or holidays, because the rail doesn't close. Institutions that add this now will be positioned for both,"

Why the timing matters

This rollout lands only days ahead of an initial procedural vote in the Senate that would move the Clarity Act forward, a proposal that has been stuck for months and aims to set up an unprecedented regulatory structure for cryptocurrencies and other digital assets. It will need at least 60 votes to proceed, and that support is uncertain.

Coinbase and other crypto players have been lobbying for the bill. Bank trade groups have taken issue with interest-style rewards on crypto exchanges, cautioning that such yields might prompt deposits to leave community banks and credit unions. The Independent Community Bankers of America has joined a wider coalition opposing the newest draft due to worries about stablecoin yields.

Democrats have also pointed to ethics provisions they argue fail to stop public officials from profiting from crypto, while some Republicans are uneasy about how the bill could affect community banks. The preliminary vote is scheduled for next Tuesday.
