President Abelardo de la Espriella's team has drafted legislation to tighten finances, targeting a reduction in the primary deficit while acknowledging next year's projected 9.4% GDP gap. The adjustment bill aims to slash this by over two percentage points.

Spending and Debt Challenges

The 2027 budget outlines expenditures reaching 635 trillion pesos ($201 billion), with operating costs accounting for 393 trillion pesos and 87 trillion pesos allocated for investments. Debt servicing expenses are expected to exceed 155 trillion pesos, highlighting mounting financial strains.

Authorities plan to borrow nearly 239 trillion pesos, predominantly through local markets (63%) alongside international offerings. A finance ministry statement emphasized improved transparency in accounting for previously understated obligations.

Benito Berber, Natixis' chief Americas economist, noted, "The budget is positive overall because the government is making a huge effort on spending cuts." He warned that persistent high deficits through 2027 could continue pushing the debt-to-GDP ratio upward.
