A company spokesman said the sale opens Sept. 14. Nigeria's Securities and Exchange Commission approved the offering on Friday, Director-General Emomotimi Agama said.

Why it matters

According to company data, the listing would put the refinery's valuation at roughly $49 billion. The money raised is intended to help fund a near-doubling of processing capacity from 700,000 barrels a day. The complex cost about $20 billion to build, and it reached full capacity a few weeks before the Middle East conflict heightened worries about tight fuel supplies. It has since become a notable supplier of refined products within the region and beyond, including jet fuel to Europe.

This year, Nigerian equities have surged; in dollar terms, the benchmark index has risen 72%, topping all major markets. "The IPO marks a significant milestone for the Nigerian capital market. Potentially setting a new benchmark for the scale and depth of Nigeria's equity market," said Ademola Akogun of Lagos-based Zedcrest Capital, where he serves as managing director for investment banking. He added the share sale "will massively deepen the liquidity of the Nigerian Exchange." Dangote Refinery said the IPO "could significantly broaden investor participation," and that at full production the operation "is designed to satisfy Nigeria's domestic demand for refined petroleum products while generating substantial volumes for export markets."
