Europe lines up Patriot interceptors for Ukraine as winter nears

Berlin said it will donate part of its PAC-2 Patriot inventory, a stock that is tight worldwide because of the Iran war.

European countries are finalizing their PURL purchases now, and people familiar with the planning say the interceptors are slated to reach Ukraine in time for winter. They declined to be named or specify quantities for security reasons. The urgency is straightforward: Ukraine has been burning through air defenses and has struggled to down Russian missiles, with Moscow expected to intensify strikes on energy and other critical infrastructure as the cold sets in.

The funding gap, UK pledge, and a long war warning

Even with fresh commitments, NATO's secretary general, Mark Rutte, said PURL has taken in $10 billion so far, short of the $12 billion he has called for, though it has kept deliveries "uninterrupted." His message to capitals: "Nations must dig deeper, we have no choice I believe." The US perspective tracked the same tone, with Under Secretary of Defense Elbridge Colby telling the group, "We must be prepared for a protracted conflict."

Before the meeting, the UK announced a new £100 million ($135 million) contribution to PURL, with an undisclosed portion for Patriot missiles, following Prime Minister Andy Burnham and Defense Secretary Wes Streeting's visit to Kyiv. Ukraine's needs are plain. President Volodymyr Zelenskyy has appealed for allies to supply 300 Patriot missiles before winter, and the PURL package under negotiation is a direct response to his requests, according to people familiar with the talks. Ukraine's new defense minister, Yevhenii Khmara, urged partners, "We ask that you supply us the missiles from your stockpiles today in exchange for future improved missiles from our contracts."

EU clears the way for Patriot buys, and what it means for you

Kyiv also sought permission to use EU loan funds to buy US-made Patriot interceptors, a move that needed an exemption from the loan's rules. Several EU states had hoped the loan would steer demand toward EU-made SAMP/T systems rather than US Patriots, but wartime urgency won the argument.
