Pentagon Official Urges Congress to Approve $1.5 Trillion Defense Request

He said, "We have the contracts in place, we have the acquisition reform in place," and added, "We need that funding to deliver for the warfighter." He declined to speculate on whether Congress might choose to withhold funding for the Pentagon's priorities by using reconciliation, but he was blunt that the entire amount is needed regardless of how lawmakers structure the bill.

Production plans and industry signals

Duffey said allowing seven-year production contracts has "incentivized industry to invest their own money" to ramp output for key munitions. He added that the administration has introduced umbrella deals involving prime contractors and vendors that provide key parts for high-end munitions, aiming to greatly scale manufacturing over the next several years. As he put it, "These investments and these ramp rates will allow us to replenish much faster - expended munitions and also ensuring that we're building out capacity for the next generation."

Priorities and the road ahead

Asked what is at the top of the list, Duffey pointed to "the Patriot, the Tomahawk, the Thaad interceptor, the Standard Missile," calling them central to America's edge and in demand globally. He also put it this way: "It will be incumbent on us to work with Congress over the next couple of months to ensure that we get that full funding for our program." Earlier reporting flagged cost concerns elsewhere in the portfolio, with "Trump's Aircraft Carrier Order Will Raise Costs, Contractor Says," a reminder that building capacity usually comes with a bigger bill.
