Pope Leo XIV, an American who turned 71 on Monday, has scrapped the pandemic austerity rules with a formal decree. He wrote that the steps Francis put in place in 2021 were "necessary to address the exceptional challenge posed by the pandemic," and said the belt-tightening can now end "in the certainty that the institutions of the Holy See and Vatican City State will continue, through different means, their commitment to ensuring economic sustainability."
Back in 2021, Francis reduced compensation for cardinals by 10% and trimmed pay for workers across the Holy See and other Vatican entities by 8%. Those provisions were partly revised last year. Leo's move rolls back the remaining cuts five years after they were adopted.

The rollback applies retroactively to Sept. 1. However, actions taken while the prior decree was active remain valid, including the freeze on pay increases that accrue with seniority. That means the cuts are gone, but the consequences of the earlier rules do not unwind.
