Portugal lines up €1.5B from EIB to boost social housing

Portugal has arranged €1.5 billion from the European Investment Bank to scale up public housing. In a Monday statement, the Housing Ministry said the package will pay for building and refurbishing roughly 50,000 social units across the country, targeting households stuck in poor conditions without the resources for suitable lodging.

Who benefits and the policy push

"The goal is to improve living conditions for the most vulnerable households and increase the supply of public housing across Portugal," the ministry said. Housing affordability has moved to the top tier of priorities for Prime Minister Luis Montenegro's center-right government, which is trying to expand supply through a mix of public spending, tax moves and European funding.

Why the timing matters

In the first quarter, Portugal topped the EU as the hottest housing market. Prices jumped 17.8% from a year earlier, more than triple the EU average of 5.1%. The surge has been stoked by international buyers and a persistent shortage of homes. Social housing makes up around 2% of the national housing stock, putting Portugal near the bottom of the EU on that metric.
