Summary:
  • The State-owned Assets Supervision and Administration Commission published guidance on its official website on Saturday urging government-controlled companies to refine how they invest abroad and strengthen security safeguards.
  • SASAC asked central state-owned enterprises to deepen cross-border cooperation in technology, equipment and standards, and to align overseas growth with China's wider opening-up policy using coordinated domestic and foreign markets.
  • The regulator urged bolstering Communist Party leadership and insisted on tighter anti-graft efforts with higher accountability, and also pushed for intensified safety inspections following the blaze on a foreign cargo ship at Beihai Shipbuilding in Qingdao that left 25 dead.

What SASAC told companies to change

SASAC urged government-owned companies to sharpen overseas investment playbooks and bolster security safeguards as Beijing looks to widen the global footprint of its state enterprises. The announcement appeared on the agency's website on Saturday.

Areas for cooperation and political oversight

The regulator called for deeper international cooperation spanning technology, equipment and standards. It also said central state-owned enterprises should align overseas expansion with China's broader opening-up agenda, coordinate the use of domestic and international markets, pursue ties that benefit both China and partner countries, and support peaceful development.

Safety, accountability and what to watch for in your portfolio

SASAC pressed central SOEs to reinforce Communist Party leadership, raise accountability, and ramp up anti-corruption efforts. It asked Party organizations and their members to set the standard on major projects and important tasks. Following this week's fatal blaze on a foreign cargo ship at Beihai Shipbuilding in Qingdao that killed 25 people, the agency pressed companies to learn from the incident and intensify safety checks. It also asked the company involved to work with rescuers and investigators and to fix the problems identified.
