UAE Puts €40 Billion on the Table for Germany, Targeting AI, Energy and Defense

Big money, clear aims

Looking to tighten its ties across Europe, the United Arab Emirates plans to channel €40 billion into Germany across artificial intelligence, energy and defense. UAE Minister of Foreign Trade Thani Al Zeyoudi, speaking in Berlin, cast the move as "reaffirming the long standing relationship and historical partnership." He said €10 billion is set for Bavaria, with the remainder to be deployed wherever collaboration makes sense. In his words, "The 40 billion is just the beginning," and the UAE will "shop around for the big opportunities that are going to bring this relationship to the next level."

Data centers and AI are central to Abu Dhabi's economic shift and its push to grow political clout by becoming a heavyweight in a fast expanding industry. The government is also hoping that spreading its financial firepower across more international partners can lock in critical supply chains and potentially draw some production onshore to work around export restrictions.

A state visit with maximum security

The itinerary featured talks with Chancellor Friedrich Merz and a formal dinner hosted by President Frank-Walter Steinmeier. Berlin put the Emirati leader under its highest security category, prompting extensive street closures and transit disruptions and deploying roughly 1,300 police officers. An image from the countries' exchange of bilateral agreements on Sept. 10 was later added to the public record of the visit.

Security context and defense ties

With the Iran war entering its seventh month and no quick resolution in sight, Abu Dhabi has put more emphasis on broadening security relationships beyond Washington, its primary ally. "The conflict is something we're dealing with," Al Zeyoudi said. "We're maneuvering around the challenges and the impacts of the geopolitics and the region." Germany, for its part, aims to field Europe's strongest army by 2039 as a deterrent to Russia, and on a February tour of the Gulf, undertaken before the Iran war began, Merz indicated a willingness to expand defense collaboration with the region.

This pledge in Germany adds to the €34 billion the UAE has previously deployed in the country. MBZ wrapped a visit to France last year by pledging to invest up to €50 billion. Abu Dhabi has also committed $40 billion to Italy and $51 billion to Turkey. Separately, the UAE has been viewed as one of US President Donald Trump's closest partners, committing roughly $1.4 trillion in investments and fostering business links with his family - a dynamic that, together with American bases in the country, placed Abu Dhabi in Iran's crosshairs as thousands of missiles and drones were sent toward its territory.
