NYC punts decision on $100 million tax break for Tishman Speyer's 99 Hudson tower

The pause and the politics

The Industrial Development Agency, which offers tax incentives to businesses and developers, did not bring the resolution to the floor at its Tuesday morning meeting.

Mamdani's office did not respond to a request for comment, and a Tishman spokesperson also declined to comment. If the subsidy moves forward, it could put the mayor at odds with progressive supporters who argue tax breaks for developers shortchange public services and housing.

What the deal looks like

Under the proposal, the 1.3 million-square-foot (121,000-square-meter) tower's property taxes would be reduced, and Tishman would instead make a lower PILOT (payment in lieu of taxes) to the city. The IDA's analysis puts the incentive's price tag for 99 Hudson at $92.2 million in tax benefits, and forecasts almost $860 million in combined direct and indirect tax revenues.

Tishman Speyer's application says the $2.7 billion project, called 99 Hudson Boulevard, is slated to start construction in January. At 48 stories, the tower would become the developer's second high-rise in Hudson Yards, a Far West Side enclave noted for offices, luxury apartments, and parks.

Tishman estimates roughly 2,385 full-time construction positions during the build, and afterward, over 1,780 office and building service positions.

"A public hearing cannot provide meaningful transparency if the public is shown the tax benefit on one side of the transaction but not told where the resulting PILOT revenue may ultimately go."
